June 29, 2018 In May 1989, after lobbying by the Detroit African-American Reparations Committee and N’COBRA members, led by Ray Jenkins, the Detroit City Council unanimously approves resolution introduced by Detroit Councilmember Clyde Cleveland. March 23, 2019 President Clinton signed into law the Sand Creek Massacre National Historic Study Site Act, which officially acknowledges an 1864 attack by seven hundred U.S. soldiers on a peaceful Cheyenne village located in the territory of Colorado. Hundreds, largely women and children, were killed. The act calls for the establishment of a federally funded Historic Site at Sand Creek.
